Jerry’s work integrates quantitative and qualitative research, data infrastructure, policy analysis, and community knowledge to examine complex questions about opportunity, institutions, economic mobility, investment, and the conditions that enable communities to thrive. He brings extensive experience designing and leading large-scale research projects, building data systems, analyzing policy and institutional environments, and translating complex evidence into actionable insights for diverse audiences. His approach emphasizes rigorous, place-based research that is responsive to the knowledge, experiences, and priorities of communities.

Jerry has a background in academic research, leading interdisciplinary work on policy, institutions, access, and economic opportunity. A native of rural Tennessee, he brings a personal connection to rural communities and a professional commitment to understanding the systems, assets, and investments that shape their futures. He holds a PhD from Louisiana State University.
